On approval of the Rules for awarding and the size of the educational grant of the First President of the Republic of Kazakhstan – the Leader of the Nation “Orken” to pay for the education of gifted children in the autonomous educational organization “Nazarbayev Intellectual Schools”

In accordance with subparagraph 1) of paragraph 2 of the Decree of the President of the Republic of Kazakhstan dated January 13, 2009 No. 724 “On the establishment of the educational grant of the First President of the Republic of Kazakhstan” Orken “, the Government of the Republic of Kazakhstan DECIDES:

Paragraph 1 has been amended in accordance with the Resolution of the Government of the Republic of Kazakhstan dated 07.06.10, No. 532 (see the previous edition); set out in the wording of the Resolution of the Government of the Republic of Kazakhstan dated January 19, 2012, No. 129 (see previous edition); Resolutions of the Government of the Republic of Kazakhstan dated 12.22.15, No. 1030 (see previous edition)

  1. To approve the attached Rules for awarding and the size of the educational grant of the First President of the Republic of Kazakhstan – the Leader of the Nation “Orken” to pay for the education of gifted children in the autonomous educational organization “Nazarbayev Intellectual Schools”.
  2. This regulation comes into force after the first official publication.

  1. General Provisions

Paragraph 1 is set out in the wording of the Decree of the Government of the Republic of Kazakhstan dated December 22, 15, No. 1030 (see previous edition)

  1. 1. These Rules for awarding and the size of the educational grant of the First President of the Republic of Kazakhstan – Leader of the nation “Orken” to pay for the education of gifted children in the autonomous educational organization “Nazarbayev Intellectual Schools” (hereinafter – the Rules) are developed in accordance with subparagraph 5-1) of Article 4 of the Law Of the Republic of Kazakhstan “On Education” and determine the procedure for awarding and the size of the educational grant of the First President of the Republic of Kazakhstan – Leader of the Nation “Orken” to pay for the education of gifted children in the autonomous organization of education “Nazarbayev Intellectual Schools”.

Paragraph 2 is amended in accordance with the Decree of the Government of the Republic of Kazakhstan dated December 22, 2015 No. 1030 (see previous edition)

  1. The following basic concepts are used in these Rules:

1) educational grant of the First President of the Republic of Kazakhstan – Leader of the Nation “Orken” (hereinafter – the grant) – a grant established by the President of the Republic of Kazakhstan to pay for the education of gifted children in the autonomous educational organization “Nazarbayev Intellectual Schools” (hereinafter – the school);

2) the authorized body in the field of education (hereinafter referred to as the authorized body) – the central executive body of the Republic of Kazakhstan, exercising leadership and intersectoral coordination in the field of education;

3) epublican commission for awarding a grant – a commission created by an authorized body for awarding a grant (hereinafter referred to as a commission);

4) a working body – an autonomous organization of education “Nazarbayev Intellectual Schools”. 

  1. Grant awarding procedure 
  2. The grant is awarded on a competitive basis by a commission.
  3. The commission is formed from the number of employees of the authorized body, other interested state bodies and organizations, representatives of republican public associations operating in the field of secondary education. The chairman of the commission is the Minister of Education and Science of the Republic of Kazakhstan.
  4. The number of members of the commission should be an odd number, but not less than seven people. The meetings of the commission are held as necessary and are considered competent if attended by at least two-thirds of its composition.

  1. Citizens of the Republic of Kazakhstan are allowed to participate in the competition, who are students of educational organizations, applying for training in grades 7-9 and 11 of the autonomous organization of education “Nazarbayev Intellectual Schools” and submitting documents in accordance with the requirements determined by the working body (hereinafter referred to as applicants).
  2. The timing and place of acceptance of documents, as well as the timing of the competition are determined by the working body and published in the media distributed throughout the territory of the Republic of Kazakhstan.
  3. The competition is held in the order determined by the working body. The competition for students – organizations of secondary education, applying for training in the 7th grade, consists of two complex tests: a subject test and a test to assess the ability to study natural and mathematical sciences.

The subject test consists of test items in the subjects: mathematics, Kazakh, Russian and English.

The test for assessing the ability to study natural and mathematical sciences consists of sections:

1) «Quantitative characteristics “(determination of the ability to work with numbers);

2) «Spatial thinking “(identifying the level of abstract-logical thinking).

  1. Based on the results of the comprehensive tests carried out for applicants for training in the 7th grade, the materials of applicants who scored thirty-five or more percent of the maximum possible score in mathematics and forty or more percent of the maximum possible score in the “Quantitative characteristics” section are submitted for consideration by the commission in the following order determined by the authorized body.
  2. Based on the results of the competition, the commission awards a grant to applicants for training in grade 7 who have scored a higher overall score on the subject test, within the allocated grants for specific schools.

If the total score on the subject test is equal, the preference is given to applicants with a higher score in mathematics.

If the applicants have an equal score in mathematics, then the advantage is given to applicants with a higher overall score on the test for assessing the ability to study natural and mathematical sciences.

Paragraph 11 is amended in accordance with the Decree of the Government of the Republic of Kazakhstan dated December 22, 2015 No. 1030 (see previous edition.)

  1. The competition for students of educational organizations applying for training in grades 8-9 and 11 consists of two stages and is held in the manner determined by the working body.

At the first stage, comprehensive testing of applicants is carried out in specialized subjects, corresponding to the directions of schools, as well as in Kazakh, Russian and English. Complex testing is qualifying for the second stage. Applicants who have collected forty or more percent of correct answers from the total number of questions are allowed to the second stage.

At the second stage, written exams are held in specialized subjects corresponding to the directions of schools.

  1. According to the results of the second stage of the competition, the materials of applicants who scored thirty or more percent of the maximum possible score in each subject are submitted for consideration by the commission in the manner determined by the authorized body.

Paragraph 13 is amended in accordance with the Decree of the Government of the Republic of Kazakhstan dated December 22, 2015 No. 1030 (see previous edition)

  1. The Commission awards a grant to applicants for education in grades 8-9 and 11, who scored higher scores in the second stage, within the allocated grants for specific schools.

With an equal number of points based on the results of the second stage, applicants with a high average score on the report card for the last academic year have an advantage for awarding a grant.

If applicants have an equal high average score on the report card for the last academic year, then the preference is given to applicants with a higher score based on the results of the first stage of the competitive selection.

  1. The grant is awarded to the applicant who has received at least three quarters of the votes of the members of the commission present at the meeting. Commission decisions are drawn up in a protocol.
  2. The results of the competition are published on the Internet resource of the working body, no later than five working days from the date of signing the protocol by the commission.

Paragraph 16 has been amended in accordance with the Decree of the Government of the Republic of Kazakhstan dated December 22, 2015, No. 1030 (see previous edition)

  1. Applicants for studying in the 7th grade who scored thirty-five or more percent of the maximum possible score in mathematics, forty or more percent of the maximum possible score of the “Quantitative characteristics” test, but were not enrolled in the school due to the lack of vacancies, are entered into reserve list.

Applicants for training in grades 8-9 and 11, who scored thirty or more percent of the maximum possible score in each subject at the end of the second stage, but were not enrolled in school due to the lack of vacancies, are included in the reserve list.

Reserve lists of applicants are approved by the commission in order to attract them to training in the event of a vacancy during the academic year.

Paragraph 17 is amended in accordance with the Decree of the Government of the Republic of Kazakhstan dated December 22, 2015 No. 1030 (see previous edition)

  1. Applicants enrolled in the reserve list during the academic year are awarded a grant without going through an additional competition.

When determining a candidate from the reserve list for training in 7th grade, a grant is awarded to applicants in the manner provided for in paragraph 10 of these Rules.

When determining a candidate from the reserve list for training in grades 8-9 and 11 with an equal number of points based on the results of the second stage, a grant is awarded to applicants in the manner provided for in paragraph 13 of these Rules.

The decision to award a grant from the reserve list is published on the Internet resource of the working body no later than five working days from the date of signing the protocol by the commission.

  1. The holder of the grant is deprived of the grant in cases of his exclusion from school for violating the internal regulations of the school, committing an administrative offense, committing a criminally punishable offense, missing education for no good reason for more than 10 days *, completing the school year for “unsatisfactory” one at a time or “satisfactory” for three subjects, subject to his study for a full academic year, at the student’s own request, transfer to another educational institution, with the exception of transfer to another school. The expulsion of the student is carried out on the basis of the decision of the pedagogical council.
  2. Grants released in the cases specified in paragraph 18 of these Rules are awarded on a competitive basis in the manner prescribed by these Rules.

Note: * valid reasons include illness, death of close relatives, force majeure circumstances, student departure to study abroad. 

  1. The amount of the grant
  2. The grant is financed from the republican budget.

Clause 21 is set out in the wording of the Decree of the Government of the Republic of Kazakhstan dated December 22, 15, No. 1030 (see previous edition)

  1. The amount of the grant is:

1) 1 656 433 (one million six hundred fifty six thousand four hundred thirty three) tenge per year, excluding accommodation in a hostel;

2) 2 554 900 two million five hundred fifty-four thousand nine hundred) tenge per year, taking into account accommodation in a hostel.

The amount of the grant is subject to annual indexation.
