Rules for organizing the activities of dormitories of

Nazarbayev Intellectual Schools

 

 

  1. General Provisions
  2. These Rules for organizing the activities of dormitorys of Nazarbayev Intellectual Schools (hereinafter referred to as the Rules) determine the procedure for organizing and carrying out the activities of dormitorys of branches of the autonomous organization of education “Nazarbayev Intellectual Schools” (hereinafter referred to as Intellectual Schools), the main subject of which is educational activities.
  3. Dormitories are structural subdivisions of the Intellectual Schools, provide temporary accommodation, maintenance and upbringing of the next students in grades 7-12 of the Intellectual Schools:
  • holders of the educational grant «”Orken”»;
  • on a fee basis.
  1. Dormitories of the Intellectual Schools in their activities are guided by: the Constitution of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan, the Charter and normative legal acts of the autonomous organization of education “Nazarbayev Intellectual Schools” (hereinafter – AEO), the Regulation of the Intellectual School and these Rules.
  2. Dormitories carry out the following tasks:
  • provide comfortable and safe living conditions for students in the dormitory;
  • create conditions for education, development of intellectual, creative, spiritual and physical abilities of students, formation of solid foundations of morality and healthy lifestyle habits;
  • organize effective interaction and cooperation with parents to ensure the full development of the student.
  1. The allocation of places in the dormitory is carried out by the Commission for the allocation of places in the dormitory of the Intellectual School (hereinafter – the Commission). The order of work of the Commission is carried out in accordance with Chapter 2 of these Rules.

 

 

2. The order of work of the Commission

  1. The commission is formed on the basis of the order of the principal of the Intellectual School.

The Commission in the Intellectual Schools of the city of Nur-Sultan is formed on the basis of the order of the principal of the Intellectual School of Physics and Mathematics in the city of Nur-Sultan, in agreement with the principal of the Intellectual School of the city of Nur-Sultan.

The commission in the Intellectual Schools of the city of Almaty is formed on the basis of the order of the principal of the Intellectual School of the Chemical and Biological Direction of the city of Almaty, in agreement with the principal of the Intellectual School of Physics and Mathematics in Almaty.

  1. The Commission consists of the Chairman, members and the secretary of the Commission. The chairman of the Commission is the principal of the Intellectual School, members can be deputy principals, head of the dormitory, lawyer, educational psychologist, pediatrician, nurse, representatives of student government bodies, parental committees.

The number of members of the Commission must be odd, at least seven people, excluding the secretary, who is not a member of the Commission and does not have the right to vote in decision-making.

The Secretary of the Commission carries out the organizational activities of the Commission and keeps the minutes of the meetings of the Commission.

  1. The composition of the Commissions of the Intellectual Schools of the cities of Nur-Sultan and Almaty includes an equal number of members from each Intellectual School of these cities.
  2. The Commission annually draws up and submits for approval to the principal of the Intellectual School a List of settlements, microdistricts of the city, as far as possible from the location of the Intellectual School, having limited transport accessibility and security, where students of the Intellectual School live (hereinafter – the List).
  3. The acceptance of applications from legal representatives of students applying for settling in a dormitory in the forthcoming academic year, and a meeting of the Commission are carried out annually at the end of the school year by July 1 on the basis of the order of the school principal. If necessary, in the event of force majeure, the Commission is entitled to extend the deadline for accepting applications and hold a meeting at a later date.
  4. The Commission considers and makes a decision on all applications of legal representatives of students (parents, adoptive parents (adoptive parents), guardian, trustee, foster caregiver, other persons substituting for them, carrying out in accordance with the legislation of the Republic of Kazakhstan, care, education, upbringing, protection of rights and interests child), guided by the procedure provided for in Chapter 3 of these Rules.
  5. If necessary, the Commission travels to inspect and act on living conditions, to determine the psychological climate of the student’s family. At the same time, the inspection should reveal: the actual condition of the housing, the number of people living in it, the financial situation of the family, the sanitary condition, the availability of a place to accommodate the child (a place for classes, sleep), assess the willingness of legal representatives to create the conditions necessary for a full physical, mental, moral and spiritual development of the child.
  6. The decision is taken by the Commission by a simple majority of votes with a quorum of at least 2/3 of the approved composition of the Commission and is drawn up in the form of a protocol signed by the members of the Commission present.
  7. Based on the decision of the Commission, the principal of the Intellectual School issues an order on providing students with places in the dormitory.
  8. A place in the dormitory is provided free of charge and on a paid basis in accordance with paragraph 21, 22 of these Rules.

3. Conditions and procedure for providing a place in a dormitory

  1. A place in a dormitory is provided to students in need of housing at the place of study during the period of study at the Intellectual School, within the limits of the number of available places.
  2. Students who do not have medical contraindications are admitted to the dormitory according to the list approved by the authorized body in the field of health. When checking into a dormitory, students undergo an examination and submit medical documents at the request of the school’s pediatrician in accordance with the requirements of sanitary rules for the prevention of parasitic, infectious and other diseases.
  3. The application of the legal representative of the student applying for a place in the dormitory is submitted in writing addressed to the principal of the Intellectual School in the form according to:

Appendix 1 to these Rules, if the student belongs to the categories specified in subparagraphs 1), 2) of paragraph 21 or paragraph 22 of these Rules;

Appendix 2 to these Rules, if the student belongs to the categories specified in subparagraph 3) of paragraph 21 of these Rules.

  1. When submitting an application, the student’s legal representative shall attach the following documents to the application:
  • a copy of the birth certificate, a copy of the insert to the birth certificate indicating the IIN and a copy of the student’s ID;
  • a copy of the identity card of the student’s legal representatives;
  • data on the registration address of the student and his legal representatives from the e-government portal egov.kz (screenshot). The registration period for this address must be at least 1 (one) last year on the date of application. This requirement applies to the student and his legal representatives living in other cities and villages, with the exception of cases:
  • moving to these places due to a change of work with the obligatory provision of supporting documents: a copy of the order for hiring, a certificate from the place of work;
  • moving the family to these places for other family reasons with the obligatory provision of supporting documents: data from the e-government portal egov.kz (screenshot) or a certificate of the akim of a village, village, rural district indicating the actual place of residence of the student and his legal representatives;
  • a certificate from the place of work indicating the salary of the student’s legal representatives or a certificate of the local executive body of the region, settlement on the registration of the legal representative as an unemployed, issued in accordance with the procedure established by law;
  • information on the receipt and movement of funds of the contributor of the unified accumulative pension fund, issued in accordance with the procedure established by law, for the last 6 months;
  • copies of birth certificates of other minor children, a certificate from the place of study in full-time education for adult children, if the student is from a large family;
  • a certificate of disability in the form established by law, if the student or legal representatives of the student are disabled of I, II and III groups;
  • a certificate confirming that the applicant and his family belong to the recipients of state targeted social assistance provided by local executive bodies, issued in accordance with the procedure established by law – for low-income citizens;
  • a certificate confirming the registration of the applicant and his family as a dysfunctional family, provided by the internal affairs bodies, local executive bodies (if any).
  • a copy of documents confirming the absence of one of the student’s parents, if the student is from an incomplete family (copies of the death certificate, divorce certificate, form No. 4).

 

If necessary, the Commission has the right to verify the accuracy of the information provided.

  1. Applications of legal representatives about the provision of a place in a dormitory for their child are registered in the Register of applications in the form in accordance with Appendix 3 to these Rules. Registration of applications is carried out by the head of the

The priority right to receive a place of residence in a dormitory during the period of study from among the holders of the educational grant “Orken” on a gratuitous basis have students according to the following sequence:

1) inmates of children’s homes and children left without parental care, orphans;

2) students who arrived from other cities and rural areas (nonresident students):

children from disadvantaged families experiencing discomfort, stress, neglect, subjected to violence or abuse by legal representatives, stepfather, stepmother, based on an assessment of the willingness of legal representatives to create the conditions necessary for the full physical, mental, moral and spiritual development of the child in accordance with paragraph 12 of these Rules;

students with disabilities of I, II or III groups;

students, one or both of whose legal representatives are disabled I, II or III groups;

students from a large family, whose legal representatives are classified as low-income citizens;

students from an incomplete family, whose legal representatives are classified as low-income citizens;

students whose legal representatives are classified as low-income citizens;

other categories of students, among which students of grade 7 have priority right;

  • students living in the city where the Intellectual School is located (local students):

children from disadvantaged families experiencing discomfort, stress, neglect, subjected to violence or abuse by legal representatives, stepfather, stepmother, based on an assessment of the willingness of legal representatives to create the conditions necessary for the full physical, mental, moral and spiritual development of the child in accordance with paragraph 12 of these Rules;

students with disabilities of I, II or III groups;

students, one or both of the legal representatives disabled I, II or III group;

students from a large family, whose legal representatives are classified as low-income citizens;

students from an incomplete family, whose legal representatives are classified as low-income citizens;

students whose legal representatives are classified as low-income citizens;

students living in areas of the city that are as far as possible from the Intellectual School or with limited transport accessibility and security according to the List. Pupils of grade 7 and living as far as possible from the Intellectual School have the priority right.

  1. Subject to the availability of vacant places in accordance with the plan of occupancy of the school and the dormitory, the Commission is entitled to allocate places in the dormitory on a paid basis. The cost of living in a dormitory is approved by the decision of the Board of the AEO.
  2. If several students of the same category applied with an application on the same day, then the time of registration of applications is taken into account.
  3. During the academic year, students of categories corresponding to subparagraph 3) of paragraph 21 of these Rules, due to the lack of free places in the dormitory, based on the decision of the Commission, vacate their place for students belonging to categories corresponding to subparagraphs 1) and 2) of paragraph 21.

When making a decision, the Commission takes into account the social status of the student’s family, the remoteness of the place of residence from the Intellectual School and the limited transport accessibility and security. Accounting for information about students vacating a place in the dormitory, in accordance with paragraph 24 of these Rules, is carried out according to the forms in accordance with Appendices 4, 5 to these Rules.

  1. The check-in of students in the dormitory is carried out by the head of the dormitory on the basis of the order of the principal of the Intellectual School, the Agreement on the provision of educational services, the Rules for the provision of paid services, the Rules for admission to study at Nazarbayev Intellectual Schools on a paid basis.
  2. The head of the dormitory or a person replacing him for the period of absence maintains a register of students living in the dormitory in the form in accordance with Appendix 6 to these Rules.
  3. Students who meet the requirements of these Rules, but have not received a place to live in a dormitory due to their limited number, are included in the Reserve List of Students in Need of a Dormitory (hereinafter – the Reserve List), in the form in accordance with Appendix 7 to these Rules.
  4. When forming the Reserve List, the Commission takes into account the conditions and procedure for providing a place in the dormitory.

 

 

4. The order of residence of students in the dormitory

  1. Upon check-in at the dormitory, the student and his legal representatives, against signature, familiarize themselves with these Rules, the Internal Regulations, Sanitary Rules, Safety and Fire Safety Rules.
  2. Living space for each student is provided in accordance with the norms of the current Sanitary Rules.
  3. Property for individual use (bed, mattress, pillow, blanket, bed linen), common items (table, bedside tables, wardrobes, etc.) are issued to the student against the signature of his legal representative on the basis of the acceptance certificate in the form according to Appendix 8 to this Regulation.
  4. The legal representative of a student who has committed damage to property is obliged to compensate for the damage caused in accordance with applicable law.
  5. The dormitory opens at 6:00 and closes at 20:00. Lights out at the dormitory at 22.00. Students after 22.00 hours must be quiet.
  6. If it is impossible to live in a room due to conflict or other reasons, the relocation of living students from one room to another is carried out in agreement with the head of the dormitory.

By order of the principal of the Intellectual School, students are allowed to temporarily leave the dormitory on weekends and holidays, for treatment in a medical institution, a children’s sanatorium, for family reasons or other valid reasons.

For this, the legal representative of the student or a person authorized by him in accordance with the requirements of the law (hereinafter referred to as the authorized person) must submit a written application no later than two days before the student leaves the dormitory.

  1. Legal representatives or persons authorized by them must accompany the student when arriving at the dormitory and leaving the dormitory. In the absence of accompanying persons, the student remains in the dormitory.
  2. During vacation time, students are obliged to leave the dormitory, except for the following cases: during the short autumn and spring holidays due to the remoteness of the place of residence of legal representatives from the location of the Intellectual School, when students and their legal representatives take several days to travel.
  3. Employees of the dormitory inform the administration of the Intellectual School and legal representatives about the cases of the student’s illness.
  4. In case of calling an ambulance, the student is accompanied by his legal representative or his authorized person, in their absence – by a dormitory worker.
  5. In cases requiring the isolation of a student with an infectious disease, as well as the need for examination in a medical institution and undergoing treatment for exacerbation of chronic diseases and acute conditions, legal representatives are obliged to take the student home.
  6. Visiting students in the dormitory is allowed only by their legal representatives or other close relatives. Days and times of visit: Friday-Sunday from 10.00 a.m. to 8 p.m.
  7. Visitors must present an identity document to the duty officer at the entrance to the dormitory. The dormitory duty officer keeps a register of visitors in the Journal and is responsible for maintaining order in the dormitory.
  8. A visitor can only enter the dormitory when accompanied by the student to whom he is heading. The student is responsible for the visitor’s compliance with the dormitory regime.
  9. Visitors who are rude, cheeky and drunk are not allowed in the dormitory. In cases of violation of these Rules, the head of the dormitory has the right to prohibit individuals from visiting the dormitory.
  10. The student is subject to eviction from the dormitory in the following cases:
  • at the end of the current academic year at the Intellectual School;
  • upon expulsion from the Intellectual School;
  • for repeated violation (at least 3 times during the academic year) the norms of these Rules and the Internal Regulations;
  • at the request of a legal representative;
  • when applying for an academic leave for a period of more than three months;
  • for regular absences from the dormitory for more than 10 (ten) calendar days, with the exception of absence for valid reasons;
  • transfer to training in the form of external studies;
  • in the case specified in clause 24 of these Rules;
  • in case of delay in payment for accommodation for a period of more than three days, starting from the next day after the expiration of the period provided for payment for accommodation (for students living on a paid basis);
  • in case of revealing inaccurate information in the information provided by the legal representative.
  1. The eviction of a student is carried out by order of the principal of the Intellectual School, based on the presentation of the head of the dormitory and the presence of a completed bypass sheet.
  2. A student, within three days, is obliged, in the presence of a legal representative, to vacate his place of residence, handing over to the head of the dormitory the living quarters in a clean state and the property received in good condition. Persons evicted from the dormitory are not allowed to enter the dormitory.
  3. The issue of re-settling a student evicted in accordance with subparagraphs 5), 8, 9) of paragraph 45 of these Rules may be considered in the next academic year, subject to availability.

 

 

5. The rights and obligations of students living in a dormitory

  1. Students have the right to:
  • use the premises for educational and cultural purposes, the property of the dormitory;
  • wash and dry personal items (underwear) in the living room;
  • move, in agreement with the head of the dormitory, to another living room;
  • submit proposals and comments on its content and improvement of living conditions, organization of educational work to the administration of the dormitory;
  • temporarily leave the dormitory on holidays, weekdays and weekends, on holidays, accompanied by legal representatives or persons authorized by them;
  • participate in the formation of self-government bodies of the dormitory and be elected to their composition.
  • attend sections, circles, courses, participate in competitions held by organizations of additional education located outside the territory of the Intellectual School and the dormitory on the basis of the order of the principal of the branch of the Intellectual School or a written application of the legal representative of the student.
  1. Students are required to:
  • comply with these Rules, Internal Rules, Sanitary Rules, Safety and Fire Safety Rules;
  • take good care of the property of the dormitory;
  • maintain cleanliness and order in living rooms and common areas, on the territory of the dormitory, clean your room every day;
  • economically use water, gas, electricity;
  • Students are required to turn off the lights, water, close windows and doors when leaving the room;
  • observe the rules of personal hygiene, in accordance with sanitary and epidemiological requirements, hand over bed linen and towels for washing at least once every seven days;
  • prevent theft and theft of someone else’s property, if someone else’s property is found, immediately transfer them to the head of the dormitory;
  • inform the head of the dormitory about the improper temperature regime in the living quarters, about the replacement of faulty inventory;
  • provide an opportunity to inspect the living room by the head of the dormitory, educator and assistant educator in order to comply with these Rules, check the safety of property, carry out preventive and other types of work;
  • wash, dry, iron personal items in a specially designated area;
  • compensate for the damage caused to the property of the dormitory in accordance with the legislation.
  1. У Students living in a dormitory are prohibited from:
  • unauthorizedly bring strangers to the dormitory, leave them overnight;
  • provide a room for living to other persons, including those living in other rooms of the dormitory;
  • to leave the dormitory without permission;
  • move without permission from one room to another;
  • transfer property from one room to another;
  • visit the living rooms of students of the opposite sex;
  • use cell phones, other gadgets and chargers for them after 21.30 local time;
  • store bulky things in rooms that prevent other residents from using the allocated premises;
  • stick on walls, ceilings, windows, doors, floors, furniture (wardrobes, beds, bedside tables, tables, chairs, shelves) rooms, also in common areas, except for places specially designated for this purpose, announcements, schedules, signs, posters, posters, pictures of various content;
  • use electric heating devices, personal irons in the rooms;
  • prepare food, eat and store prohibited food items in the rooms;
  • use sources of open fire in the living quarters;
  • make repairs and alteration of electrical wiring and electrical networks, use faulty electrical appliances;
  • install additional locks on the front door of the room in which they live, alter the locks or replace them without the permission of the head of the dormitory;
  • throw garbage into places not designated for this purpose;
  • keep animals in the dormitory;
  • insult the dignity of citizens, use obscene language, gamble, bring, store and use psychoactive substances, including alcohol, energy drinks, narcotic and toxic substances, tobacco products, electronic cigarettes and vapes, bring and store medicines, explosives, weapons, as well as taking medications, dietary supplements without a doctor’s prescription;
  • litter in the room and on the territory of the dormitory;
  • perform work in the room or perform other actions that create increased noise and vibration, use televisions, radios, tape recorders and other loud-speaking devices turned on at loud power, violating the living conditions of students in other rooms;
  • lean out of the windows and sit on the windowsill, window tide;
  • wear transparent, low-cut and short clothing that does not comply with ethical standards..

 

 

 

6. Responsibility for violation of these Rules

  1. For violation of the norms of these Rules and the Internal Regulations, the following disciplinary measures may be applied to students with the obligatory notification of their legal representatives:
  • reprimand for the first violation within one academic year;
  • reprimand for the second violation within one academic year;
  • eviction from the dormitory for the third violation within one academic year;
  • imposition of the obligation to compensate for the damage caused in accordance with applicable law.

When determining the measure of disciplinary action, the leadership of the Intellectual School must take into account the nature and severity of the violation, the circumstances of its commission, the previous and subsequent behavior of the student. A disciplinary measure is imposed on the student by issuing an order from the principal of the Intellectual School.

  1. Students who have violated the norms of these Rules and the Internal Regulations shall submit written explanations addressed to the principal of the Intellectual School.
  2. The data of a student who has violated the daily routine and the order of living in the dormitory is entered in the Register of violations of the rules and regulations of the internal regulations in the form in accordance with Appendix 9 to these Rules.
  3. Information about cases of violation by students of the norms of these Rules and the Rules of the internal order is brought to the attention of the administration of the Intellectual School and legal representatives.
  4. In case of repeated violation of the norms of these Rules and the Internal Regulations (at least 3 times during the academic year), the Intellectual School has the right to evict the student from the dormitory in accordance with these Rules without the right to re-settle until the school leaves.

 

 

7. Organization and management of dormitory activities

  1. The regime of the day is drawn up taking into account the round-the-clock stay of students in the dormitory and is approved by the principal of the Intellectual School.
  2. To organize educational work and leisure of students in the dormitory, circles, sections, educational and sports events are organized. For these purposes, the educational premises of the Intellectual School can be used (assembly and sports halls, the reading room of the school library, sports grounds in the school yard, etc.).
  3. In the dormitory, students are provided with conditions for learning and development, preparation for various competitions, Olympiads, projects, sports days, exhibitions and other events.
  4. The participation of students in various forms of educational, labor, sports, cultural and mass work is based on the principles of voluntariness, initiative and independence.
  5. Sanitary and epidemiological requirements for the conditions of education, accommodation, catering, hygienic education (personal hygiene), medical care of students are provided in accordance with the Sanitary Rules.
  6. All premises of the dormitory must be prepared for year-round operation. All premises of the dormitory must comply with sanitary and hygienic and fire safety requirements.
  7. General management of the functioning of the dormitory is entrusted to the principal of the Intellectual School and his deputies in accordance with their official duties.

The appointment and dismissal of the head of the dormitory, other personnel according to the staffing table is made by the principal of the Intellectual School.

  1. Direct management of the dormitory is carried out by the head of the dormitory.
  2. The rights and obligations of the dormitory employees are determined by the employment contract, job description, these Rules and other regulatory legal acts of the AEO and the Intellectual School.
  3. The funding of the dormitory is carried out at the expense of the funds provided in the budget of the Intellectual School.
  4. The administration of the Intellectual School is not responsible for the safety of documents, material values and funds of students that have not been transferred to the educator or head of the dormitory for safekeeping.
  5. It is not allowed to allow students to perform work that is dangerous to the life and health of students.
  6. The dormitory building is not allowed to accommodate service personnel and other persons, with the exception of: students of Nazarbayev Intellectual Schools and other educational organizations participating in the events of the AEO, employees of the AEO and its branches, subsidiaries and other educational organizations, both accompanying students and independently participating in AEO events.

These persons are provided with places in the dormitory in case of availability of vacancies on behalf of the principal of the Intellectual School.

When living in a dormitory, these persons are obliged to comply with the order of residence, rights and obligations provided for in chapters 4 and 5 of these Rules. In case of non-compliance with these requirements, persons are subject to eviction from the dormitory at the direction of the principal of the Intellectual School.

  1. It is not allowed to use the premises of the dormitory for purposes not related to their functional activities.

 

 

8. Self-government body

  1. To implement measures to monitor compliance with and improve housing and cultural and living conditions, to attract students to participate in the management of the dormitory, educational, cultural, mass and physical culture and health-improving work from among the students living in the dormitory, a dormitory council is created.
  2. The dormitory council is a public self-government body and is elected at the general meeting of students. The status and powers of the Council are determined by the Regulations on the Council of the dormitory, approved by the principal of the Intellectual School.

 

Sample applications
