     The rules
Competition for awarding an educational grant of the First President of the Republic of Kazakhstan – Leader of the Nation “Orken
To pay for education of gifted children in specialized educational organizations “Nazarbayev Intellectual Schools”.

1. General provisions

1. These Rules of carrying out competition on awarding educational grant of the First President of the Republic of Kazakhstan – the Leader of the Nation “Orken” for payment of tuition of gifted children in the specialized organizations of education “Nazarbayev Intellectual schools” (further – Rules) are developed in accordance with paragraphs 8 and 11 of Rules of awarding and sizes of educational grant of the First President of the Republic of Kazakhstan – the Leader of the Nation “Orken” for tuition of gifted children in specialized educational organizations “Nazarbayev Intellectual”. The educational grant of the First President of the Republic of Kazakhstan – the Leader of the Nation “Nazarbayev Intellectuals” is approved by the Government Decree of the Republic of Kazakhstan from March 14, 2009 № 317 and defines the order of organization and realization of selection of applicants for awarding an educational grant of the First President of the Republic of Kazakhstan – Leader of the Nation “Orken”.

2. The following definitions are used in these Rules:

Intellectual Schools – specialized educational organizations “Nazarbayev Intellectual Schools”;

The educational grant of the First President of the Republic of Kazakhstan – the Leader of the Nation “Orken” (hereinafter – the grant) – the grant, established by the President of the Republic of Kazakhstan to pay for education of gifted children in the Intellectual Schools;

Applicants for admission to Intellectual schools (hereinafter referred to as “applicants”) – citizens of the Republic of Kazakhstan, studying in secondary educational organizations and applying for education in 7-11 (12) grades of Intellectual schools;

Comprehensive knowledge test – activities aimed at testing the applicants’ knowledge in certain subjects;

Admission Commission – Commission for accepting documents and organizing the competitive selection of applicants for studying in grades 7-11 (12) of Intellectual Schools;

Competition Commission – Commission for verification and evaluation of the results of the competitive selection of applicants for studying in grades 8-11 (12) of Intellectual Schools;

Appeals Commission – Commission for settlement of disputable issues on evaluation of the results of competitive selection of applicants during the period of the competition for studying in 8-11 (12) grades of Intellectual Schools;

National Commission for awarding the grant – Commission established by the authorized body in the field of education for awarding the grant;

working body – autonomous educational organisation “Nazarbayev Intellectual Schools”;

reserve list – a list of applicants for admission to the Intellectual Schools for vacant places, valid during the current academic year.

affiliated working body – Centre for Pedagogical Measurement, Centre for Educational Programmes.

Authorized body in the field of education – central executive body of the Republic of Kazakhstan, carrying out management and interdepartmental coordination in the field of education.

2. Order of documents acceptance

3. For acceptance of documents and organization of competitive selection of applicants by the order of the Director of the Intellectual School an admission commission shall be created from among the teaching staff, employees of administrative, managerial and educational support staff of the Intellectual School.

In case of competitive selection of applicants to the Intellectual schools planned to open, the admission committee shall be created by the order of the head of the working body from among the teaching staff, employees of the administrative and managerial and educational support staff from the network of other Intellectual schools, employees of other educational organizations in agreement with their heads.

4. Dates and place of acceptance of documents, as well as term of conducting of the competition shall be determined by the decision of the Board of the working body and published in the mass media, distributed on the whole territory of the Republic of Kazakhstan.

5. To participate in the competitive selection for admission to the Intellectual School, an applicant shall submit to the Admission Commission the following documents:

1) application for participation in the competition according to the form in Annex 1 to these Rules;

2) a completed application form according to the form in Annex 2 to these Regulations;

3) copy of applicant’s birth certificate, copy of applicant’s identity card (if available)

4) medical certificate of 086/u form;

5) certificate of residence or other document that confirms the applicant’s place of residence

6) a copy of the applicant’s report card and behaviour for the previous school year preceding the grade of study in an Intellectual School for the first half of the year, in case the applicant has not completed the current school year and continues his/her studies. The required documents must be signed by the headmaster and stamped with the seal of the relevant educational organisation;

7) 2 photos of the applicant (size 3×4).

All attached documents listed in paragraph 5 of these Rules shall be filed in a plastic binder provided by the applicant when submitting them.

6. Grounds for refusal to accept the documents may be:

1) submission of an application for participation in the competitive selection process later than the established deadlines;

2) submission of an incomplete list of documents specified in paragraph 5 of these Rules.

3. Conditions of the competition

7. Candidates shall be selected on a competitive basis by determining the level of their intellectual preparation in the subjects and their ability to study at the Intellectual Schools.

8. Applicants who have submitted documents in accordance with paragraph 5 of the present Rules shall be allowed to participate in the contest.

3-1. Procedure for the competition for the study of applicants in grades 7

9. The competition for students applying for studying in 7th grade of Intellectual Schools consists of two comprehensive tests: subject test and aptitude test in natural sciences and mathematics.

The subject test consists of test tasks on subjects: Mathematics – 40 tasks, Kazakh language – 20 tasks, Russian language – 20 tasks and English language – 20 tasks.

The Science and Mathematics Aptitude Test consists of sections:

1) “Quantitative characteristics” – 60 tasks (a test to determine the ability to work with numbers);

2) “Spatial thinking” – 74 tasks (test to identify the level of abstract-logical thinking).

10. The following time is allocated for performance of tasks on the two complex tests:

1) Subject Test – 180 minutes, including Mathematics – 60 minutes, Kazakh – 40 minutes, Russian – 40 minutes and English – 40 minutes;

2) Science and Mathematics aptitude test – 77 minutes, including “Quantitative characteristics” – 30 minutes, “Spatial thinking” – 47 minutes.

Time for handing out examination materials, filling in the answer sheet and explanation of rules of conduct of the applicant in the auditorium shall not be included in the above time.

11. The paper version of test tasks shall be used in comprehensive testing.

12. When using the paper version, the applicant shall be given the test book and answer sheet. All necessary calculations shall be made by the candidate in the test book and the correct answers shall be entered in the answer sheet.

13. Verification and evaluation of the results of the comprehensive tests of the applicants obtained through the application of the paper version shall be carried out by foreign organisations operating in the field of education and being strategic partners of the working body.

Verification and evaluation of the results of comprehensive tests shall be carried out by automated statistical processing of the results of applicants’ answers.

When checking the results of comprehensive tests obtained through application of paper version, the results are read from the applicant’s answer sheet, the test collection is not considered;

The results of the subject test shall be displayed in the form of equated scores for the subjects. The possible total maximum equated score for the subjects is 1000 points, including:

Mathematics – 400;

Kazakh language – 200;

Russian language – 200;

English – 200.

The possible total maximum score of the Science and Mathematics aptitude test is 134 points, including:

“Quantitative characteristics” – 60;

“Spatial thinking” – 74.

14. The results of the competition shall be announced 40 calendar days after the end of the last comprehensive test and shall be posted on the website of the working body and in the building where the comprehensive tests are held.

15. The working body within 10 (ten) working days from the date of receipt of evaluation of the results of complex tests from foreign organizations submit for consideration of the national commission materials of applicants who scored thirty-five or more percent of the maximum possible score in mathematics, which is 140 points or more, and forty or more percent of the maximum possible score of the section “Quantitative characteristics”, which is 24 points or more.

  3-2. Procedure for the competition for the training of applicants in grades 8-11(12)

16. In order to conduct the competitive selection of applicants for studying in grades 8-11(12), a competition commission shall be established by the head of the working party from among the teaching staff of the intellectual schools, employees of the working party and its affiliates.

The Competition Commission shall be chaired by a representative of the Intelligent School, the working body or its branch.

17. The competition for students applying for education in grades 8-11 (12) shall consist of two stages. The competition may be organised jointly with foreign education providers who are strategic partners of the working body.

18. At the first stage comprehensive testing of applicants on profile subjects corresponding to the directions of the Intellectual schools, as well as in Kazakh, Russian and English languages is carried out.

Comprehensive testing is qualifying for the second stage. Applicants who have obtained forty or more percent of correct answers of the total number of questions according to the results of the first stage shall be admitted to the second stage.

19. Comprehensive testing shall be conducted at:

1) Intellectual school of physics and mathematics in 8-11(12) grades on subjects: physics, mathematics, Kazakh, Russian, English;

2) Intellectual school of chemistry and biology in 8 classes in subjects: mathematics, biology, Kazakh, Russian and English, in 9-11(12) classes: chemistry, biology, Kazakh, Russian and English

3) Intellectual school of Astana city in 8-11(12) grades on subjects: mathematics, Kazakh, Russian and English languages.

20. The number of test tasks for each subject for grades 8-11(12) of Intellectual school makes up 15 questions.

The total number of questions for grades 8-11(12) of Mathematics and Physics, for grades 8-11(12) of Chemistry and Biology is 75, for grades 8-11(12) of Astana City Intellectual School – 60 questions.

The correct answer is evaluated by one point, the wrong answer – 0 points.

21. 90 minutes are allocated for fulfillment of test tasks on complex testing in number of 60 questions, in number of 75 questions – 112 minutes.

The time for distribution of examination materials, completion of the answer sheet and explanation of the rules of conduct of the candidate in the auditorium shall not be included in this time.

22. In comprehensive testing, paper and/or electronic versions of test tasks shall be used.

23. When a paper version is used, a questionnaire book, answer sheet and a copy of the answer sheet shall be given to the candidate. All necessary calculations shall be made by the candidate in the questionnaire, the correct answers shall be recorded in the answer sheet and duplicated in a copy of the answer sheet, which shall be taken with him/her. A copy of the answer sheet is the basis for the appeal.

24. 24. The members of the competition commission shall check and evaluate the results of the comprehensive test by means of a paper version, and the results shall only be read from the answer sheet, the questionnaire book shall not be considered.

25. The electronic version of the test shall be conducted on the computer, the applicant shall enter his/her personal data (full name, IIN, school, class), and then proceed to the performance of the tasks. The time limit for completion of 60-question complex test tasks is 90 minutes, and 75-question complex test tasks – 112 minutes.

After expiry of the time given for completing the tasks, the information system shows the applicant’s score on the computer screen, which is printed out and handed to him/her. This result is the basis for appeal.

26. 26. Three hours after the end of the comprehensive test, the codes of the correct answers shall be posted on the working body’s website and in the building where the comprehensive test will be held. The Applicant shall compare their results on a copy of the answer sheet with the correct answer codes.

27. The results of the first stage of the competition shall be announced on the day following the end of the comprehensive test and shall be posted on the website of the working body and in the building where the test was conducted.

28. The second stage of the competition shall be held two days after the first stage.

29. Applicants who have achieved the threshold level for the first stage of the competition in accordance with paragraph 18 of these Rules shall be admitted to the second stage of the competition.

30. At the second stage written exams shall be held on the profile subjects corresponding to the directions of the Intellectual Schools:

1) in the Intellectual school of physics and mathematics direction in 8-11(12) grades – in physics and mathematics;

2) in an Intellectual school of chemistry and biology direction in 8th grade – in mathematics and biology, in 9-11(12) grades – in chemistry and biology;

3) in Astana City Intellectual School 8-11 (12) grades – mathematics.

The written exam in each subject consists of 5 tasks of three levels of complexity (A, B, C) for each subject, including:

Level A – consists of 2 assignments designed to test knowledge, understanding and reproduction of the learning material;

level B – consists of 1 task designed to check the ability to apply knowledge in concrete conditions and new situations;

level C – consists of 2 tasks designed to integrate knowledge with the application of analysis and justification of the choice of execution method.

The time limit for written test is 90 minutes for each subject.

31. The maximum number of possible grades for Level A assignments is 5.

The maximum number of possible points for Level B assignments is 6 points.

The maximum number of possible points for Level C assignments is 7 points.

Assignments are evaluated in accordance with the characteristics of the assignments and evaluation criteria approved by the Director of the Centre for Educational Measurement, which is a branch of the working body.

32. The results of the second stage shall be announced within 3 days after the written exams and posted on the website of the working body and in the building where the exam was held.

Following the results of the second stage of the competition, the materials of applicants who scored 30 per cent or more of the maximum possible score for each subject shall be sent by the competition committee to the working body within 3 working days.

33. The working body within 10 (ten) working days from the day of summarizing the results of the second stage of the competition submits for consideration of the republican commission on awarding the grant the materials of the applicants who passed the competitive selection, with the following documents attached

1) summary sheets of the results of each stage of the competitive selection of applicants with copies of the minutes of the meeting of the appeals commission, if any;

2) numerical statistical data on the results of the competitive selection. 34.

34.The details of the organisation and conduct of the competitive procedures shall be regulated in the instructions approved by the governing board of the working body.

4. Procedure for appealing against the results of the competition

35. No appeal shall be made against the results of the competition for applicants to the 7th grade, as the results of applicants’ answers are evaluated by foreign organisations carrying out activities in the field of education and being strategic partners of the working body, through the use of automated statistical processing.

In order to ensure the protection of the rights of applicants for admission to 8-11(12) grades of Intellectual schools, settlement of disputable issues on assessment of the results of competitive tasks, by the order of the Head of the working body an appeal commission is created from among the teachers of general educational organizations of the Republic of Kazakhstan. The number of members of the Appeals Commission shall be an odd number, but not less than five people. A representative of intellectual school, working body or its branch shall be appointed as a chairman of the appeal commission.

36. In case of disagreement of the applicant with the results of assessment of the competitive tasks during the period of the competition for study in grades 8-11(12), he/she shall have the right to appeal to the Appeals Commission on the day following the announcement of the results of comprehensive testing or written exam.

The appeal (application, complaint) is a reasoned written statement of the applicant about the violation of the competition procedures that led to a lower grade, or about the incorrectness, in his opinion, of the grade given for the competition task. 37.

37.No appeals shall be accepted in respect of:

1) the content and structure of the tender assignments, except for the detection of technical misprints in the assignments;

2) related to infringement by the candidate of the established rules of conduct during performance of the competition tasks

3) incorrect filling in of the answer sheet blanks / improper use of equipment by the candidate during computer testing.

38. The appeal is submitted to the Appeals Board from 9 a.m. till 2 p.m. on the day of its sitting in the name of the Chairman of the Appeals Board by the applicant or one of his legal representatives in accordance with Annex 3 of these Rules. The applicant must have with him/her identity documents.

After the established time for filing appeals, applications shall not be accepted and shall not be considered.

39. The Appeals Commission shall meet for one working day from 09.00 to 17.00 local time. The work of the Appeals Commission is headed by the Chairman of the Appeals Commission, in his absence – by the Deputy Chairman of the Appeals Commission. The commission shall be competent if at least two thirds of its number of members are present.

40. 40. The results of the evaluation of competitive tasks shall be considered by members of the Appeals Commission in the presence of the applicant in a specially designated auditorium.

One of the parents or legal representatives has the right to be present with a minor (up to 18 years old) as an observer.

During consideration of appeals it is not allowed to repeat the test or exam (additional questioning), to make corrections to the work, only the correctness of the assessment of the result of the competition task in accordance with the approved assessment criteria is checked.

Observers present at the appeal with a minor applicant do not have the right to participate in the discussion of the evaluation of the results of competitive tasks and comment on the actions of the Appeals Commission.

41. The decision of the Appeals Board shall be taken by a majority vote of the total number of members of the Board. In case of equality of votes the Chairman of the Appeals Board has a casting vote.

Meeting of the Appeals Board shall be formalized by minutes in accordance with Annex 4 to these Rules, which shall be signed by the Chairman and all members of the Board.

42.The Appeals Commission decides to leave the results of assessments of competitive tasks unchanged, or to change the results of assessments of competitive tasks, in connection with which it makes a proposal to the Competition Commission to add points to the applicant and informs those who filed an appeal about the results of the appeal within a working day from the date of its receipt.

The results of the decision of the Appeals Commission are final and not subject to revision.

5. Procedure for enrolment in the Intellectual Schools

43. 43. The list of applicants to be enrolled in the Intellectual schools shall be posted on the web-site of the working body not later than five working days from the date of signing of the protocol by the national commission for awarding the grant.

44. Admission to the Intellectual schools shall be formalized by the order of the Director of the Intellectual school on the basis of the protocol of the republican commission for awarding the grant. 6.

6. Procedure of formation of the reserve list and enrollment in the Intellectual schools of applicants from the reserve list

45. Applicants who have collected the required number of points, but not enrolled to the Intellectual schools due to lack of vacant places, shall be entered to the reserve list approved by the national commission for awarding the grant, in order to attract them to training in case of vacant places during the academic year.

46. Applicants enrolled in the reserve list during an academic year shall be awarded a grant without undergoing additional competition.

47. Determination of a candidate from the reserve list for award of the grant is carried out in the order provided by Rules of award and the sizes of educational grant of the First President of the Republic of Kazakhstan – the Leader of the Nation “Өrken” for payment of training of gifted children in the specialized organizations of education “Nazarbayev Intellectual schools”, approved by the Governmental order of the Republic of Kazakhstan from March 14, 2009 No 317.

48. The decision on award of a grant from the reserve list is published on the Internet resource of the working body not later than five working days from the date of signing of the protocol by the republican commission on award of a grant.

7. Final provisions

49. The legal representative of the applicant, who has passed the competitive selection and enrolled for training, according to the order of the Director of the Intellectual School, within 10 (ten) working days from the date of enrollment, shall conclude the contract for the provision of educational services (hereinafter – contract), according to the form approved by the governing board of the working body.

50. Education in the Intellectual Schools shall be provided at the expense of the state task.

51. The administration of Intellectual schools shall familiarize the students and their legal representatives with the Regulations of Intellectual schools, as well as other documents regulating the organization of educational process.

52. Issues not regulated by these Rules shall be resolved by the working body in accordance with the approved regulations of the working body and the current legislation of the Republic of Kazakhstan.
